Chinese president reaffirms support to Europe in debt crisis

Chinese President Hu Jintao said Thursday that China firmly supports Europe's efforts to overcome the debt crisis and the important role that the International Monetary Fund (IMF) and other institutions play in resolving European debt issues.

Hu made the remarks while meeting with visiting German Chancellor Angela Merkel in the Great Hall of the People here, reported Xinhua.

In regards to the European debt crisis, Hu said Europe's early financial recovery is conducive to the stability and recovery of the world economy and to China's economic growth.

He said China is ready to maintain communication and coordination with the international community to jointly prevent risks, safeguard the stability of the global financial system and promote sustainable recovery and growth in the world economy.

Merkel said many uncertain factors currently exist in the world economy, as the eurozone is faced with difficulties. The calm, appropriate response of China and the confidence and support it places on the euro and the European economy are especially precious to Europe.

She also said the eurozone nations are confident and determined to properly address the debt problem and further advance European integration.

Germany hopes to increase trade, investment and economic cooperation between Europe and China, said Merkel, who also expressed opposition to trade and investment protectionism.

Merkel is in Beijing to attend the second round of China-Germany government consultation.

Hu congratulated the success of the consultations, saying China is ready to work with Germany to practically implement the results achieved in both high-level meetings and the second round of government consultation.

Noting that both China and Germany are countries of major influence in the world, Hu said the two countries share broad common interests on bilateral, regional and multilateral affairs, adding that the two countries jointly shoulder major responsibilities and face the same challenges.

Hu said China places great importance on its relations with Germany and is ready to deepen strategic mutual trust, deepen practical cooperation and lift the China-Germany strategic partnership to higher levels.

Merkel said bilateral exchanges and cooperation are very close at the governmental, economic and people-to-people levels.

She added that the second round of government consultation between the two countries has been fruitful, as the two sides signed a number of agreements, fully proving that Germany-China relations are based on a solid foundation and a truly strategic partnership.

Fighting Between Militants, Troops Rages in Pakistan

Pakistani officials say at least eight militants have been killed in northwest Pakistan, as security forces continue to target militant hideouts.

Fighting continued for another day in the Bajaur tribal agency Thursday. The day before, authorities said at least three soldiers and six militants were killed in clashes there.

Meanwhile, senior Pakistani intelligence officials, who did not give their names, confirmed to the Associated Press that a top commander of the militant Haqqani network, Badruddin Haqqani, was killed last week in a U.S. drone strike in the North Waziristan tribal agency.

The al-Qaida and Taliban-linked group is blamed for a number of attacks on U.S. forces in neighboring Afghanistan.

Also Thursday, the United States announced it has placed sanctions on eight members of the Pakistan-based militant group Lashkar-e-Taiba. The group is blamed for the 2008 terrorist attacks in the Indian city of Mumbai that killed 166 people. ?

The U.S. Treasury froze any assets of the Lashkar members, including Sajjid Mir, who allegedly helped plan the assaults.

Separately, Pakistani officials said gunmen killed a Shi'ite Muslim judge in Quetta, the capital of the southwestern province of Baluchistan. Police suspect it was a sectarian attack.

Earlier this month, gunmen killed 22 Shi'ites after ordering them off buses in Baluchistan.

Many suspected ineligible CO voters US citizens

DENVER (AP) ? Nearly a third of people whose citizenship and right to vote were questioned by Colorado's secretary of state are actually U.S. citizens, election officials said Wednesday, prompting Democrats to question the motives behind the effort to clean up voting rolls as a tightly contested presidential election approaches.

Earlier this month, Republican Secretary of State Scott Gessler sent letters to nearly 4,000 people questioning their citizenship as part of a plan to have them voluntarily withdraw or confirm their eligibility to vote.

State officials were able to run 1,400 of those names through a federal immigration database and found that more than 1,200 were U.S. citizens. So far, they've found none who are non-citizens and registered to vote.

Martha Tierney, an attorney for the Colorado Democratic Party, told election officials during a meeting Wednesday that they were wasting their time on a small group of voters instead of focusing on ensuring a fair and accurate fall election.

"This is a witch hunt and you should be embarrassed that you're going down this road," she said.

Gessler's office plans to release updated figures on Thursday detailing how many of the 4,000 people responded directly to affirm their citizenship or withdraw their voter registration. He said no further action will be taken involving people who did not respond to the letters.

Democrats have criticized the effort to correct the voting rolls and said it could disenfranchise legal voters or make it difficult to exercise their right to vote. More than three-quarters of the letters went to Democrats and independent voters.

Gessler denies any political motivation and insists his goal is to maintain accurate voter rolls. His office said it did not look at party registration when sending the letters.

Gessler spokesman Rich Coolidge said that ensuring only eligible voters cast ballots is an important component of running a successful election.

"As the state's chief election official, he is obligated to make sure that only eligible voters are casting ballots," Coolidge said before the hearing. "We identified a vulnerability in the system, we identified people who exploited, or accidentally exploited that vulnerability, and we're going to shut down that loophole."

Still, critics have questioned Gessler's political motivations in a year where both major parties see Colorado as key to winning the presidential election. Control of the state Legislature and competitive congressional races are also at stake.

Across the country Republicans have aggressively pursued initiatives to verify voters' citizenship, particularly in swing states, much to the ire of Democrats who worry that key parts of their base ? Latinos and seniors ? are likely to be disenfranchised.

Election chiefs in Iowa, Michigan, New Mexico and Ohio ? all expected to be competitive in November ? joined Colorado and other states asking the federal government for access to the database to verify citizenship. Colorado got access to the database last week.

Samantha Meiring, 37, a Colorado voter whose status was questioned, waved a letter as she told election officials Wednesday that she was speaking "as an immigrant and U.S. citizen who got a lovely little letter in the mail."

"I find it absolutely ridiculous that a U.S. citizen is being asked to jump through additional hoops to exercise a right to vote," said the registered Democrat, a South African immigrant who became a U.S. citizen in 2010. "I think you're chasing people that don't need to be chased."

A total of 1,566 letters went to Democrats and 1,794 went to unaffiliated voters. Another 486 letters were sent to Republicans.

Using information from the department of motor vehicles, Gessler identified people who once presented documents showing they were not citizens, such as a green card, when applying for a driver's license. It's unclear whether those people registered to vote by accident while getting a driver's license or when approached by someone as part of registration drive.

Gessler's office provided The Associated Press with the party affiliation of people who received the letters but denied a request to see their names, citing an ongoing investigation.

Democrats and voting advocacy groups said Gessler has shown no proof of widespread fraud and overreached by sending the letters.

"They basically sent out the functional equivalent of an email blast," said Mark Grueskin, an attorney who represents Democrats on election issues.

The American Civil Liberties Union in Colorado said at least 25 eligible voters who got the letters have contacted the organization and the number is growing.

Democrats do not want Gessler to hold hearings for the fewer than 200 remaining people whose citizenship status hasn't been verified on the federal immigration database. They say further hearings are unnecessary because county clerks already have the power to handle challenges to voter registrations.

If Gessler's plan to hold hearings is approved by his office, people could start receiving a new round of letters as soon as next week notifying them that their citizenship is in doubt.

Deputy Secretary of State Suzanne Staiert said the goal is to keep accurate voter rolls, and that officials are working in the best interest of immigrants who may be unaware that they're breaking the law by being registered to vote or by voting.

"I understand that you think this is a very small percentage," she told opponents of the plan, "but for these people, this is their life."

Report: Health Canada clamps down on Targa Newfoundland over collectable Marlboro suit

We're sure you remember Zahir Rana, the gentleman who piloted a Ferrari Enzo into the Atlantic Ocean during last year's Targa Newfoundland. When the gentleman took his co-pilot and his car for a swim, he happened to be wearing a racing suit once worn by Rubens Barrichello. Back when the Formula One racer drove for Ferrari, the team was sponsored by Marlboro, which meant the cigarette company's logo was plastered all over the the suit. As it turns out, Health Canada takes a dim view of tobacco advertising during any racing event, and despite the fact that Rana had bought the signed suit at a charity auction as a piece of racing history, the government agency took offense to photos from the race depicting Rana in full Marlboro regalia.

According to Wheels.ca, Targa President Bob Giannou found himself on the raw end of phone calls and letters from Health Canada, informing him of "prohibitions regarding the promotion of tobacco products," even if the reference is historical.

Does that mean Canadian officials are going to block the public appearance of the hordes of vintage race cars sponsored by the likes of Rothmans, Marlboro, John Player Special, Camel, Lucky Strike, Kool and Skoal just to name a few? Like it or not, tobacco and racing have a long and storied history together, and attempting to censor that history from the public eye is downright foolish. Good luck, Health Canada.

How to Keep Your Pets Safe from Disaster : The Humane Society of ...

Save lives by creating a plan for dealing with natural catastrophes or everyday emergencies

Planning for a disaster may seem overwhelming, but The HSUS's disaster guide will make it easy. We'll tell you what you can do right now, when disaster strikes, and even after to make sure that you and your pets come through just fine. The first step is to make your disaster plan.

A good disaster plan will prepare you for disasters that come with some warning (hurricanes, wildfires, or floods) and those that strike suddenly (chemical spills or tornadoes). You'll even be ready for extended power outages that become true emergencies if they happen during a heat wave or ice storm

TO-DO LIST FOR PROTECTING YOUR PETS IN A DISASTER
?

Did you know that the federal government now officially supports including pets in disaster plans? FEMA Administrator Craig Fugate said, ?Animals are important members of millions of families across this country?and as such they should also be included in our family emergency plans.? You're on your way.

?1. Start getting ready now

ID your pet

Make sure that your cat or dog is wearing a collar and identification that is up to date and visible at all times. You'll increase your chances of being reunited with a lost pet by having him or her microchipped.If your pet is adopted from a shelter or rescue organization, make sure the registration has been transferred to you and is not still with the adoption group.

Put your cell phone number on your pet's tag. It may also be a good idea to include the phone number of a friend or relative outside your immediate area?in case you have had to evacuate.

Put together your disaster kit

Every member of your family should know what he or she needs to take when you evacuate. You'll also need supplies for your pet. Stock up on non-perishables well ahead of time,?and have everything ready to go at a moment's notice. Keep everything accessible and stored in sturdy containers (duffel bags, covered trash containers, etc.) that can be carried easily. Any dry pet food should be stored in air-tight containers and refreshed every 6 months.

If you live in an area prone to flooding or hurricanes, make a kit to keep in your car in case you have to evacuate quickly. If you live in an area where tornadoes occur, store supplies in a tornado-proof room or cellar. (Learn more about keeping your pet safe during a tornado.)

A basic disaster kit

• Food and water for at least five days for each pet, bowls and a manual can opener if you are packing canned pet food. People need at least one gallon of water per person per day. While your pet may not need that much, keep an extra gallon on hand if your pet has been exposed to chemicals or flood waters and needs to be rinsed.
• Medications and medical records stored in a waterproof container and a first aid kit. A pet first aid book is also a good idea.
• Cat litter box, litter, litter scoop, garbage bags to collect all pets' waste.
• Sturdy leashes, harnesses, and carriers to transport pets safely and to ensure that your pets can't escape. Carriers should be large enough to allow your pet to stand comfortably, turn around, and lie down. (Your pet may have to stay in the carrier for hours at a time.) Be sure to have a secure cage with no loose objects inside it to accommodate smaller pets?who may also need blankets or towels for bedding and warmth as well as special items, depending on their species.
• Current photos of you with your pets and descriptions of your pets to help others identify them in case you and your pets become separated?and to prove that they are yours once you're reunited.
• Pet beds and toys, if you can easily take them, to reduce stress.
• Written information about your pets' feeding schedules, medical conditions, and behavior issues along with the name and number of your veterinarian in case you have to board your pets or place them in foster care.

Other useful items include newspapers, paper towels, plastic trash bags, grooming items, and household bleach.

Find a safe place to stay ahead of time

Some communities have groups that have solely focused on providing emergency sheltering for pets, and other communities simply don?t have the resources. That's why you should never assume that you will be allowed to bring your pet to an emergency shelter.

Before disaster hits call your local office of emergency management to see if you will be allowed to evacuate with your pets and that there will be shelters that take people and their pets in your area. And just to be safe, track down a pet-friendly safe place for your family and pets.

?Find a pet-friendly hotel or motel:

Make arrangements with friends or relatives. Ask people outside the immediate area if they would be able to shelter you and your pets?or just your pets?if necessary. If you have more than one pet, you may need to arrange to house them at separate locations.

Consider a kennel or veterinarian's office. Make a list of boarding facilities and veterinary offices that might be able to shelter animals in disaster emergencies (include their 24-hour telephone numbers).

As a last resort, ask your local animal shelter.Some shelters may be able to provide foster care or shelter for pets in an emergency. But shelters have limited resources and are likely to be stretched to their limits during an emergency.

Plan for your pet in case you're not home

A disaster or evacuation order may come when you're out of the house.

• Make arrangements well in advance for a trusted neighbor or nearby friend or family member to take your pets and meet you at a specified location. Be sure the person is comfortable with your pets and your pets are familiar with him or her. Give your emergency caretaker a key to your home and show her or him where your pets are likely to be (or hide) and where your disaster supplies are kept.
• If you use a pet-sitting service,?it may be able to help, but discuss the possibility well in advance.

?2. If you evacuate, take your pet

Rule number one: If it isn't safe for you, it isn't safe for your pets. Even if you think you will only be gone for a few hours, take your pets. You have no way of knowing how long you'll be kept out of the area, and you may not be able?or allowed?to go back for your pets.

Pets left behind in a disaster can easily be injured, lost, or killed. Those left inside your home can escape through storm-damaged areas, such as broken windows. And pets turned loose to fend for themselves are likely to become victims of exposure, starvation, predators, contaminated food or water, or accidents. Leaving dogs tied or chained outside in a disaster is a death sentence.

Rule number two: Evacuate early. Don't wait for a mandatory evacuation order. Some people who have waited to be evacuated by emergency officials have been told to leave their pets behind.

The smell of smoke, high winds or lightening may make your pet more fearful and difficult to load into a crate or carrier. Evacuating before conditions become severe will keep everyone safer and make the process less stressful.

3. If you stay home, do it safely

If your family and pets must wait out a storm or other disaster at home, identify a safe area of your home where you can all stay together. Make that safe area animal friendly:

• Close off or eliminate unsafe nooks and crannies where frightened cats may try to hide.
• Move dangerous items such as tools or toxic products that have been stored in the area.

Be sure to close your windows and doors, stay inside, and follow the instructions from your local emergency management office.

• Bring your pets indoors as soon as local authorities say trouble is on the way. Keep pets under your direct control; if you have to evacuate, you will not have to spend time trying to find them. Keep dogs on leashes and cats in carriers, and make sure they are wearing identification.
• If you have a room you can designate as a "safe room," put your emergency supplies in that room in advance, including your pet's crate and supplies. Have any medications and a supply of pet food and water inside watertight containers, along with your other emergency supplies. If there is an open fireplace, vent, pet door, or similar opening in the house, close it off with plastic sheeting and strong tape.
• Listen to the radio periodically, and don't come out until you know it's safe.

4. Keep taking care even after the disaster

Your home may be a very different place after the emergency is over, and it may be hard for your pets to adjust.

• Don't allow your pets to roam loose. Familiar landmarks and smells might be gone, and your pet will probably be disoriented. Pets can easily get lost in such situations.
• While you assess the damage, keep dogs on leashes and cats in carriers inside the house. If your house is damaged, your pets could escape.
• Be patient with your pets after a disaster. Try to get them back into their normal routines as soon as possible. Be ready for behavioral problems caused by the stress of the situation. If these problems persist, or if your pet seems to be having any health problems, talk to your veterinarian.
• If your community has been flooded, search your home and yard for wild animals who may have sought refuge there. Stressed wildlife can pose a threat to you and your pet.

?5. Be ready for everyday emergencies

For your pet, an emergency can be something much less dramatic than a hurricane or earthquake.

?You can't get home to your pet

There may be times that you can't get home to take care of your pets. Icy roads may trap you at the office overnight, an accident may send you to the hospital?things happen. But you can make sure your pets get the care they need by making arrangements now:

• Find a trusted neighbor, friend, or family member and give him or her a key to your house or barn. Make sure this back-up caretaker is comfortable and familiar with your pets (and vice versa).
• Make sure your back-up caretaker knows your pets' whereabouts and habits.
• Let your back-up caretaker know where your pets' food is and where you normally feed them and keep their water bowl, and if they need any medication.
• If you use a pet sitting service, find out in advance if they will be able to help in case of an emergency.

?Heat wave

High temperatures don't just make your pets uncomfortable; they can be dangerous. Here are basic guidelines for summer safety.

• Never leave your pets in a parked car. Not even for a minute. Not even with the car running and air conditioner on. (Download our "Hot Car" flyer)
• Watch the humidity. Dr. Barry Kellogg, VMD, of the Humane Society Veterinary Medical Association says, "Animals pant to evaporate moisture from their lungs, which takes heat away from their body. If the humidity is too high, they are unable to cool themselves, and their temperature will skyrocket to dangerous levels?very quickly."
• Don't rely on a fan. They don't cool off pets as effectively as they do people.
• Provide lots of shade and water. Any time your pet is outside, make sure he or she has protection from heat and sun and plenty of fresh, cold water. A doghouse does not provide relief from heat?in fact, it makes it worse.
• Limit exercise on hot days to early morning or evening hours, and be especially careful with pets with white-colored ears, who are more susceptible to skin cancer, and short-nosed pets who, because of their short noses, typically have difficulty breathing. Asphalt gets very hot and can burn your pet's paws, so walk your dog on the grass if possible.
• Look for signs of heatstroke, including heavy panting, glazed eyes, a rapid heartbeat, difficulty breathing, excessive thirst, lethargy, fever, dizziness, lack of coordination, profuse salivation, vomiting, a deep red or purple tongue, seizure, and unconsciousness.
• Treat suspected heatstroke immediately. Move your pet into the shade or an air-conditioned area. Apply ice packs or cold towels to her head, neck, and chest or run cool (not cold) water over her. Let her drink small amounts of cool water or lick ice cubes. Take her directly to a veterinarian.

?If the power goes out

Keep your pets with you. If you're forced to leave your home because you've lost electricity, take your pets. If it's summer, even just an hour or two in the sweltering heat, whether outdoors in a yard or inside an apartment, mobile home, or house, can be dangerous. Find a pet friendly hotel. If it's winter, don't be fooled by your pets' fur coats; it isn't safe to leave them in an un-heated house.

If you stay at home during a summer power outage, ask your local emergency management office if there are pet-friendly cooling centers in the area.
